Activity description

In the framework of UNLIREC'S Caribbean Operational Forensic Ballistics Assistance Package, UNLIREC carried out its first binational Firearms and Ammunition Evidence Management Course (EMC) in Basseterre, St. Kitts and Nevis from 21-23 March 2018 with funding from Canada, USA and Germany.  This is the fifth EMC delivered in the Caribbean as part of UNLIREC Operational Forensic Ballistics (OFB) project. The EMC training contained modules on 'Firearms and Ammunition Identification', 'Legal Considerations in Criminal Investigations', 'Evidence Management at the Crime Scene', ‘Evidence Examination and Analysis in the Laboratory’, ‘Intelligence and Investigation Tools’, as well as field exercises. Presentations were also given by Crown Counsel, Office of Public Prosecutions, on the national legislative context to prosecute firearms-related offenses and by INTERPOL on addressing firearms trafficking, firearms tracing, and investigative tools. 26 justice and law enforcement and judicial participants, including firearms examiners, forensic laboratory personnel, crime scene investigators, police prosecutors and public prosecutors were trained during the course.

Project description

UNLIREC's Operational Forensic Ballistics Assistance Package aims to support Caribbean governments in their efforts to combat illicit trafficking in firearms and ammunition and the resulting impact on armed violence through: (i) strengthening national capacities on operational forensic ballistics; (ii) the establishment of sound national operational forensic ballistics systems; and (iii) establishing effective information management and sharing of forensic ballistics information within governments, regionally within the Caribbean and internationally via INTERPOL. The project's overall goal is to reduce armed violence and impunity by strengthening the national and regional capabilities of the law enforcement communities.
