UNRCPD Training Workshop to Build Capacity of Central Asian States for Strengthening the Implementation of the Programme of Action on SALW

Activity description

This training workshop was organized by UNRCPD, in cooperation with the Government of Mongolia, and funded by UNSCAR. The workshop sought to provide training to build capacity for the implementation of the PoA in Central Asia. It brought together 16 participants from Kyrgyzstan, Mongolia and Tajikistan, as well as representatives from the UN and the Organization for Security and Co-operation in Europe (OSCE). The participants exchanged information and experience on utilizing the International Small Arms Control Standards (ISACS) to strengthen national SALW control capacities and National Action Plans; on achieving Sustainable Development Goal (SDG) target 16.4 on reducing illicit arms flows and how national reporting to the PoA could serve this purpose; as well as on synergies between the PoA and other international instruments regulating arms flows, such as the Arms Trade Treaty. In addition, participants discussed preparations for the third Review Conference in 2018. The workshop included two capacity-building exercises that provided participants with practical skills in compiling PoA reports, using the ISACS Assessment Tool, and planning national measures to effectively control SALW.

Project description

The training workshop was a part of the UNRCPD project on Building Capacity of NPCs in Asian States for Streamlining and Strengthening Implementation of the UN Programme of Action on SALW and facilitating their accession to the ATT. The project seeks to build capacity of the Central and Southeast Asian Member States, and in particular their PoA National Points of Contacts (NPCs), on the effective implementation of the PoA as well as to raise awareness on the synergies with the ATT and promote its ratification. The activities include two sub-regional meetings in Central and Southeast Asia as means to also enable the Member States to implement the ATT and attain Sustainable Development Goal 16 and its Target 16.4.
