Activity description

On December 7, 2018, in N’Djamena (Chad), in the margin of the 47th UN Standing Committee on Security Issues in Central Africa (UNSAC) , the Economic Community of Central African States (ECCAS), the United Nations Office for Central Africa (UNOCA) and UNREC officially launched together the Silencing the gun project meant to support the implementation of the Kinshasa Convention.

Project description

The Central African Convention on Small Arms, known as the Kinshasa Convention, is a sub-regional instrument for combating illegal trade, uncontrolled proliferation and misuse of firearms. Signed in 2010 by the 11 States of the Economic Community of Central African States (ECCAS), the Convention entered into force on March 8, 2017.

However, major challenges remain as to its effective implementation. This is why UNREC, the technical partner of the countries of the Africa Region on issues of peace and security, has mobilized resources to support the 11 States of the subregion in the implementation of the Convention. This project will support this process and it will be jointly led by ECCAS, the United Nations Regional Office for Central Africa (UNOCA) and UNREC.

At the end of this project, the 4 remaining States namely Burundi, Equatorial Guinea, Rwanda and the Democratic Republic of Congo will have ratified the Convention, more than 300 copies of the Implementation Guide will be distributed, the States having no national commission or national action plan will have complied with the provisions of the Convention, and the legislative frameworks of the 11 states will be harmonized in accordance with international standards and guidelines for the control of weapons and ammunition.
