Fifth Executive Education Course on “Building Capacities for Effective Implementation of the Arms Trade Treaty (ATT)

As part of the project ‘Building Capacities for Effective Implementation of the Arms Trade Treaty (ATT)’, the ATT Network and the Geneva Centre for Security Policy (GCSP) organized the fifth edition of its executive education course in Geneva, Switzerland, on 4-8 April, 2016. The activity was funded by the United Nations Facility Supporting Cooperation on Arms Regulation (UNSCAR), the Friedrich-Ebert Stiftung (FES) and the Government of Sweden. The course was attended by 25 participants from governments, civil society organisations and industry from Brazil, Burkina Faso, Burundi, Canada, Costa Rica, Côte d’Ivoire, Israel, Madagascar, Mauritius, Montenegro, Mozambique, Nigeria, Peru, Seychelles, Sierra Leone, Switzerland, Thailand, and Togo. The course provided an opportunity for the participants to engage with experts from the ATT Network (Centre on Conflict, Development, and Peacebuilding (CCDP) of the Graduate Institute Geneva, the GCSP, Small Arms Survey, and the United Nations Institute for Disarmament Research (UNIDIR)) to discuss the implications and challenges of ATT implementation for States Parties and explore a number of case studies. In addition, a representative from the UN Office for Disarmament Affairs and the Head of the ATT Secretariat, Mr Dumisani Dladla, shared their insights with the participants.

Descripción del Proyecto

The project ‘Building Capacities for Effective Implementation of the Arms Trade Treaty (ATT)’ has been implemented by GCSP since 2014 and received funding for multiple project phases from the United Nations Facility Supporting Cooperation on Arms Regulation (UNSCAR). The project aims to increase the knowledge base of participating individuals on the implications of ATT provisions and of relevant existing practises of, and options for, their effective implementation to transfer information and expertise back to States. The project includes week-long five-day training courses (in English in Geneva, in French in Africa) for practitioners from governments active in the implementation of the ATT. The courses seek to improve the capacity of governments and individuals to implement the Treaty and establish a community of practitioners to continue information and experience exchanges as well as mutual assistance in addressing the challenges of the ATT.
