UNIDIR Weapons and Ammunition Management (WAM) Baseline Assessment in Iraq

Activity description

On 20-23 November 2017, the Government of Iraq, in partnership with the United Nations Institute for Disarmament Research (UNIDIR) and in cooperation with relevant Iraqi national authorities and other international partners organized this WAM baseline assessment. The project aimed at examining existing actors, processes and procedures relevant to WAM, and to identify potential areas for enhancement to strengthen WAM in the future. The consultative meetings also generated a series of options for action. The assessment brought together national authorities from the Ministry of Foreign Affairs, the Office of the National Security Advisory, the Ministry of Environment Directorate for Mine Action, Ministry of Interior, Ministry of Defence, Ministry of Justice and Ministry of Higher Education and Scientific Research. Representatives from the Coalition Forces, the Embassies of Japan, the United Kingdom and the United States of America, as well as the United Nations Assistance Mission for Iraq (UNAMI), the United Nations Mine Action Service (UNMAS), the United Nations Development Programme (UNDP) and the International Organization for Migration (IOM) participated in this process. The Optima Group and the HALO Trust attended select segments of the consultative meetings as observers. 

Project description

This activity is part of UNIDIR's research project on strengthening policies and frameworks for weapons and ammunition management on the national, regional and multilateral levels and seeks to promote knowledge among States, regional organizations and the United Nations system on ways to strengthen policy and practice governing the full lifecycle of weapon and ammunition to prevent their diversion and misuse. The baseline assessments are conducted upon request by the host government and are organized under the ownership and lead of the host Governments. They take the form of a national consultative process that facilitate dialogue and decision-making among all relevant national security stakeholders on WAM and related security issues.
