Control Arms Coalition Campaign to Promote the Role of Congolese Civil Society in the Universalization of the Arms Trade Treaty

Femmes des Médias pour la Justice au Congo (FMJC), Ligue de Femmes Internationales pour la Paix et la Liberté (WILPF-RDC), and Vision GRAM-International hosted a series of events, including a media campaign focused on raising awareness and provide in-depth understanding about the Arms Trade Treaty. “The Role of Congolese Civil Society in the Universalization of the Arms Trade Treaty” workshop, hosted by Vision Gram-International and attended by over 30 civil society organizations, offered a brief history of the Arms Trade Treaty and detailed information about its provisions. It aimed to educate and empower activists to become more involved in supporting the Treaty’s universalization in the DRC. The discussions also focused on the consequences of irresponsible arms transfers and stressed the vital role that civil society plays in working to reduce armed violence. The organizers also contacted assembly offices calling on them to send draft legislation to the Foreign Affairs and Security and Defense Commissions for review. A roundtable with Members of Parliament and bilateral meetings between the National Coordinator of the Femmes des Médias pour la Justice au Congo (FMJC) and members of the Parliament, Defence and Security Committee, and External Relations Committee discussed DRC’s accession to the ATT. Examination of the draft legislation was included on the National Assembly work calendar for the March-June 2016 session, the roundtable event, capitalizing on that development, urge parliamentarians to call for a review of the draft text.

The #ArmsFreeAfrica campaign, a signature focus for Control Arms in 2016, is intended to help reduce the damaging effects of violence caused by the poor regulation of arms transfers in Africa. Its goals are to raise the profile of the threat posed by armed violence, support further universalization and effective implementation of the Arms Trade Treaty (ATT) in Africa and raise the profile of African Control Arms coalition members. Building on Nigeria’s position as President of the second Conference of States Parties to the ATT (CSP2016), the #ArmsFreeAfrica campaign seeks to highlight the related problems of armed violence and chronic, cyclical conflict in Africa.
