Activity description

On 14-15 March, BAFA organised an ad hoc workshop for the Kingdom of Thailand in the framework of ATT-OP II. 

This workshop was organised upon request of the Ministry of Foreign Affairs of Thailand. The topics workshop encompassed the legislation, implementation and enforcement of brokering controls under the ATT. 

According to the Ministry of Foreign Affairs, the preparation for ratification of the ATT in Thailand were quite advanced and almost completed. Only arms brokering remained an issue. The term ‘arms brokering’ in the sense of the ATT did not exist in the Thai legislation yet. The goal of the workshop was therefore to assess if amendments to existing legislation or even the introduction of a completely new law are needed before ratification. The thematic alignment of this workshop encompassed the legislation, implementation and enforcement of brokering controls under the ATT. 

At the end of the workshop, insights and ideas were exchanged and possible ways for the further process of ATT ratification were discussed. 

The event brought together national ATT stakeholders from the Ministry of Foreign Affairs, Ministry of Defence, Ministry of Commerce, Ministry of Interior, Ministry of Finance, Royal Thai Police, the Office of the National Security Council, the Office of the Attorney General, the Office of the Council of State, Defence Industry and Energy Centre Equipment Control And Industry Development Division and Thai Customs Department.

Project description

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France.The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
