ICRC Malaysia: Regional conference on Arms Trade Treaty and humanitarian law

Activity description

This regional conference on the Arms Trade Treaty (ATT) and strengthening international humanitarian law (IHL) was organized by the International Committee of the Red Cross (ICRC) in Kuala Lumpur from 25 March to 27 March 2015. While this was the fourth regional IHL conference organized by the ICRC in Asia since 2010, it was the first ICRC conference in Asia to include discussions on the ATT, after the treaty had come into force the previous year. 70 experts from over 20 countries from the Asia-Pacific region attended the conference, including government representatives, legal experts, representatives from the Asian-African Legal Consultative Organization (AALCO), the International Humanitarian Fact-Finding Commission (IHFFC), the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) and delegates from the ICRC and Red Crescent societies. The conference served as platform for regional discussions and provided an opportunity to exchange experiences and views, ahead of the first Review Conference of States Parties on the ATT. The aim of the conference was to facilitate better understanding of the potential benefits of becoming a party to the ATT. This involved discussion on how to incorporate the treaty at the national level in order to support universalization of the Treaty, also taking into account a humanitarian perspective on the impact of weapons availability.

Project description

The International Committee of the Red Cross (ICRC) has been organizing regional conferences aiming at strengthening international humanitarian law (IHL) in Asia since 2010. The events are aimed primarily at IHL experts and practitioners from Ministries of Foreign Affairs, Ministries of Justice and Attorney-General’s Chambers responsible for IHL. Topics have frequently included the role the ATT and other weapons treaties can play in strengthening compliance with IHL. The regional conferences provide an opportunity to exchange ideas and points of view in a regional forum. External experts are commonly invited to provide information and insights on topical IHL issues.
