Activity description

On 20 September 2018, the Liberian National Commission of Small Arms (LiNCSA), with funding from the ATT Voluntary Trust Fund (ATT VTF) and as part of the project 'Drafting legislations to support the effective implementation of the ATT in Liberia', held a validation workshop on a proposed draft act to domesticate the Arms Trade Treaty (ATT). Participants included the Armed Forces of Liberia (AFL), Liberia National Police (LNP), Liberia Immigration Service (LIS), National Security Agency (NSA), Executive Protection Service (EPA), Liberia Drugs Enforcement Agency (LDEA), and Liberia Action Network on Small Arms (LANSA).  The goal of the meeting was to ensure that all attendant obligations of the Arms Trade Treaty (ATT) are giving expression in Liberia’s domestic laws on arms control. They also validated a revised draft legislation to amend the current Act establishing the Liberia National Commission on Small Arms.

Project description

The project 'Drafting legislations to support the effective implementation of the ATT in Liberia' was implemented in 2017-18 by the Liberian National Commission of Small Arms (LiNCSA) with funding from the ATT Voluntary Trust Fund (VTF). Under this project, LiNCSA conducted activities to prepare the Liberian ATT Act to pass the ATT into national law. Particularly, LiNCSA engaged stakeholders to draft an ATT Act based on the Caribbean Model Template, adjusted to the Liberian context and in line with international best practices. The scope of LiNCSA was broadened in preparation to transitioning into the National Commission on Arms with the authority to implement the ATT Act.
