This conference was organized by the International Committee of the Red Cross (ICRC) in cooperation with the Government of Malaysia and with financial support provided by the United Kingdom. The conference thought to increase capacity, commitment and activities in the realm of international humanitarian law implementation, to share experiences in national legal implementation and to discuss developments in IHL among Commonwealth countries. The conference also discussed the impact of the international trade in conventional arms and initiatives to increase the possibility to control the arms trade through international instruments.
