German National ATT Assistance Regional Seminar for ASEAN Member Countries – Efficiency in Enforcement and Licensing Procedures
As part of the ‘ATT Implementation Support Measures’ project, this seminar, which took place on 23-24 November 2015 in Cologne, Germany, provided an opportunity for discussions on ways to increase efficiency in licensing and enforcement procedures, especially relating to national and regional efforts in the fight against the diversion of small arms and light weapons (SALW). The participants discussed routines in risk assessment, information-sharing, cargo concealment, related case studies and best practices. Participants were mainly from customs, enforcement agencies and licensing agencies. EU experts in the field of licensing and enforcement as well as officials from BAFA and the Customs Criminal Investigations Office (ZKA) provided their expertise throughout this workshop.
The ‘ATT Implementation Support Measures’ project is a long-term project financed by the German Federal Foreign Office and implemented by the Federal Office for Economic Affairs and Export Control (BAFA) since 2015. The project organizes various regional conferences, bilateral seminars and working meetings to discuss the ATT, to address current topics related to export control and facilitates regional cooperation to tackle transnational challenges, such as illicit trafficking in small arms and light weapons (SALW). By exchanging and sharing experiences about current efforts and challenges in the course of the ratification and effective implementation of the ATT, the project seeks to actively contribute to the universalization of the treaty.
