Regulating Small Arms Brokering in Uganda
The UN Regional Centre for Peace and Disarmament in Africa (UNREC) conducted a project to build the capacity of Uganda to control small arms brokering and thus control small arms in the country. Hardware was installed at the Central Firearms Register in Kampala on 12 July 2011.
In order to strengthen the capacity of East African states to meet the objectives of the Nairobi Protocol, UNREC conducted a project entitled, 'Regulating Small Arms Brokering in Eastern Africa', in Burundi, Djibouti, Kenya, Rwanda, Tanzania and Uganda. The first phase of the project began in 2008 with the aim of establishing a national control systems for brokers and building the capacities of national authorities to control brokering. To this end an inventory of brokers operating in the target countries was drawn up and a list was compiled of the existing legislative and regulatory instruments relating to arms brokering. The project also introduced a control mechanism by creating an electronic register for arms brokers and brokering licensing.
