The International Committee of the Red Cross (ICRC) and the Economic Community Of West African States (ECOWAS) jointly organized the seminar on the ATT in Abuja, Nigeria. Topics covered included an overview of the ATT - its scope, core obligations, humanitarian rationale and status of ratification. The seminar also discussed transfer and export criteria; import, transit, trans-shipment and brokering; diversion; record-keeping and reporting.
