AU-EU Project to Fight Against the Illicit Accumulation and Trafficking of Firearms in Africa: Phase 2 (2013-2016)

Since 2010, the Regional Center on Small Arms (RECSA) has been facilitating the implementation of a multi-year AU-EU project entitled 'The Fight against the Illicit Accumulation and Trafficking of Firearms in Africa'. The second phase of the project began in July 2013 and will run for three years with the objective to enhance the capacities of African countries to efficiently implement and coordinate their efforts against the proliferation and trafficking of illicit SALW. In the first half of 2014, the project continued supporting activities to promote the creation of an African continental Police Chiefs Coordinating body (AFRIPOL), and it also carried out a series of activities for improving the institutional structure of RECSA in order to increase its effectiveness. RECSA has provided a variety of technical, material assistance to sub-Saharan African countries through activities such as distribution of electronic marking machines, assistance in developing national action plans, conducting follow-up training as well as training on PSSM.

In the context of the Instrument for Stability’s (IfS) long-term component, the EU funded the project to support 'The Fight Against the Illicit Accumulation of and Trade in Firearms and Ammunition in Africa,' which was implemented by RECSA. This project contributes to the implementation of the Peace and Security component of the Joint Africa-EU Strategy. The project’s objective is to support national and regional efforts to counter the proliferation of small arms in sub-Saharan Africa. The first phase of the project was launched in 2010 and concluded in June 2013 and received a grant of €3 million. The project has received an additional €2.7 million from the EU and will run for a further three years from July 2013. It will build on the previous three-year project and seek to enhance the capacities of various stakeholders to efficiently implement and coordinate actions against proliferation of SALW.
