EU ATT Outreach Project II - Online Activity for the Republic of Moldova

On 11 and 12 November 2020, an online activity for participants from the Republic of Moldova was conducted by BAFA in the framework of the EU Arms Trade Treaty Outreach Project (EU ATT OP II), based on the EU Council Decision 2017/915/CFSP. 

The Republic of Moldova made a request for Ad-Hoc assistance in the framework of the ATT OP II last year. Originally, a presence event was planned to take place at the beginning of the year but then, due to the current COVID-19 pandemic situation, Moldova and the implementing agency BAFA agreed to have an online seminar instead. 

In 2019, the Republic of Moldova updated its national control list with regard to the EU Common Military List from 2016. In order to close the remaining gaps and prepare a new update, the focus of this online workshop was placed on the harmonization process of the Moldovan national military list with the EU Common Military List. Additionally, the event covered topics related to risk assessment and risk management. Overall, 16 participants from the Republic of Moldova attended the event on both days. Among them were representatives of the Ministry of Foreign Affairs and European Integration, Public Services Agency, Ministry of Internal Affairs, Customs Service, Ministry of Economy and Infrastructure, Security and Intelligence Service as well as the Ministry of Defence.

The first session on 11 November was dedicated to the harmonization process of the Moldovan national military list with the EU Common Military List. The second session on the same day provided a short overview over the practical use of databases, from Lithuanian customs as well as from BAFA perspective.  In the third session on 12 November a presentation about risk assessment and risk management, including several case studies, was provided. Each of the presentations was followed by a question and answers session.

The activity was supported by an expert in the field of export controls from Lithuania, and organised by the implementing entity BAFA (Federal Office for Economic Affairs and Export Control), Germany.

Descripción del Proyecto

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France.The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
