Activity description

From 27 to 31 May 2019, the 48th Ministerial Meeting of the UN Standing Advisory Committee on security questions in Central Africa (UNSAC) took place in Kinshasa.

As part of the meeting, progress under the Kinshasa Convention was addressed and the Secretariat of ECCAS presented related activities. The presentation was followed by discussions where the difficulties in the implementation of the Convention – which had not yet been ratified by Burundi, Rwanda, the DRC and Equatorial Guinea – were highlighted. The United Nations Regional Center for Peace and Disarmament in Africa (UNREC) presented assistance activities undertaken and requested by member states. UNREC also elaborated on a project supporting member states' capacity building under the framework of "Silencing the Guns in Africa by 2020".  This project, launched at the 47th UNSAC meeting held in Ndjamena in December 2018, includes a workshop for actors involved in the implementation of the Kinshasa Convention. The workshop in question was organized from April 24 to 26, 2019 in Yaoundé (Cameroon). UNREC also informed the Committee that national experts have been recruited to conduct summary assessments on SALW in all ECCAS countries to provide information on the effective implementation of the Kinshasa convention with a view to developing, editing and distributing a practical guide to the implementation of the Convention.

Project description

The Ministerial Meetings of UNSAC are bi-annual meetings that provide an analysis of the disarmament situation in Central Africa, with a specific focus on the advances in the implementation of international, regional and sub-regional instruments. The Committee is a sub-regional grouping of eleven Member States: Angola, Burundi, Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon, Rwanda, and São Tomé and Príncipe.
