BAFA organizes Final Experts Meeting 2016 of the European Union Partner-2-Partner Export Control Programme for Arms-ATT (EUP2P ATT) in Germany
As part of the EUP2P ATT project, this activity carried out the final experts meeting. The meeting provided on the one hand a retrospect on the lessons learned and on the other hand an outlook on the next steps of the project. The idea behind the meeting was to put into practice Articles 15 and 16 of the ATT by offering a forum to discuss ways and possibilities to foster regional cooperation and to facilitate international assistance. A total of 53 attendees comprised members of the expert panel, who had been contributing to assistance programs in a wide range of countries, representatives of partner countries, representatives of NGOs and international organizations as well as BAFA project management staff. The first day provided a general introduction to the project, to the role of experts and to the material for experts covering key topics of the ATT such as decision making, listed items, controlled transfers, record keeping and reporting and diversion. The second day focused on regional cooperation, in particular the role of regional organizations, and on international assistance. Representatives from regional organizations shared their different approaches and underlined the fact that regional cooperation enhances national implementation. A representative from UNLIREC presented on the assistance program provided by the UN Regional Centre in Latin America and the Caribbean.
The goal of the European Union Partner-to-Partner (EU P2P) Export Control Programme for Arms-ATT, formerly referred to as the EU ATT Outreach Project (EU ATT-OP), is to support the early entry into force and effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms Transfer controls systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. The EU P2P has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities. The project is implemented by BAFA and co-funded between the EU and the Government of the Germany.
