COARM Second Regional Workshop on Arms Transfer Controls and Arms Diversion in West Africa

Activity description

As part of the EU COARM Outreach Programme, a second regional workshop on arms transfer controls and arms diversion in West Africa took place in Accra, Ghana, on 25-26 October 2017. The event carried on the dialogue started with the first regional workshop in Ouagadougou in November 2016 and was attended by representatives from 17 West African states as well as an observer from Burundi. The participants discussed the general state of arms diversion in Africa and its effects on armed violence. They also addressed the challenges of illegal arms diversion from a legal, licensing and customs perspective, discussing issues, principles and best practices related to preventing and detecting the diversion of arms in the region. Topics discussed included effective border controls, physical security and stockpile management (PSSM), the outcomes of the latest ATT Conference of State Parties and the national implementation of the ATT in various countries.

Project description

Based on the EU Council Decision 2015/2309, this project aims at promoting improved controls on arms transfers and to support efforts, at domestic and regional levels, to render international trade in conventional weapons more responsible and transparent. Where relevant, it includes the promotion of the principles and criteria set out in Common Position 2008/944/CFSP and in the Arms Trade Treaty. Support is also given to the training of licensing and enforcement officers responsible for the implementation and enforcement of arms transfer controls, and to national and regional measures promoting transparency and appropriate scrutiny over exports of conventional weapons. Furthermore, contacts with the private sector and compliance with relevant national legal and administrative provisions that regulate the transfer of arms are promoted.
