Activity description

The UNRCPD-led project on 'Technical and Legal Assistance to Support Timor-Leste in the Implementation of the UN PoA and the Arms Trade Treaty (ATT)' consisted of three phases including assessment visit; producing technical and legal reports with recommendations; drafting a national action plan; and final briefing visit. The project was implemented from November 2019 to February 2020 and was financed by UNSCAR. 

Project description

Developed at the request of Timor-Leste expressed through the national report to the PoA, the project aimed at providing the Government with technical and legal assistance to facilitate its further implementation of the UN  PoA on SALW, as well as to support its possible future accession to the ATT. In the first phase of the project, carried out in November 2019, technical and legal experts, as well as representatives of UNRCPD, visited the country to conduct an initial baseline assessment. The mission met with representatives from a number of relevant ministries and state entities involved in conventional arms control. UNRCPD carried out detailed breakout sessions focusing on legal and technical aspects, in order to provide an opportunity to the participants to identify and discuss current challenges and respective assistance needs in greater detail. Over the course of the visit, UNRCPD also conducted a one-day workshop on the ATT. On the basis of the findings made during the assessment visit, the technical and legal experts produced reports with recommendations aimed at improving implementation of the UN PoA on SALW and building national capacity to implement the ATT. Based on the reports’ findings, UNRCPD in cooperation with the experts prepared a draft national action plan outlining measures to support efforts with respect to the UN PoA and the ATT. The reports and the draft NAP were discussed with Timor-Leste officials during the final briefing visit.
