The Third Roadmap Activity for Peru took place in Lima, Peru, on 25-26 February 2020, in the framework of EU ATT OP II. The activity was titled “Bilateral Meeting Peru – Costa Rica- Exchange of Experiences and Best Practices” and counted with the participation of a delegation from Costa Rica. Both Peru and Costa Rica have been long-term partners within the EU ATT OP II since 2014.
The workshop organised by the implementing entity BAFA was attended by a total of 33 participants, among them 25 representatives from the Ministry of Foreign Affairs, Ministry of Defence, SUCAMEC, National Police, National Intelligence Agency, Customs as well as the Ministry of Justice and Human Rights of the Republic of Peru. The eight additional participants from Costa Rica represented the Ministry of Foreign Affairs, Ministry of Public Security, Ministry of the Presidency, Ministry of Finance as well as the Judicial Investigations Agency.
The main objective of the bilateral meeting was to encourage the exchange between both countries about the progress made and lessons learnt with ATT implementation. All the sessions were flanked by presentations held by representatives of the two participating countries reflecting on their own national experience with the different aspects of ATT implementation.
The bilateral meeting was concluded by a roundtable discussion about national ATT implementation and regional/ bilateral cooperation.
The international expert team included four experts from Costa Rica, Mexico and Spain.

Descripción del Proyecto

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France.The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
