The purpose of this First Meeting of the South American Council on citizen Security from UNASUR was to design an Action Plan for the South American Council on Citizen Security, Justice and Coordination of Actions Against Transnational Organized Delinquency for 2013-2017, which contemplates better coordination among security bodies from Member States, concrete actions against transnational delinquency, and citizen security as human rights. This meeting also discussed civil ownership disarmament to prevent leakages of firearms to the illicit market and the importance of information exchange between regional law enforcement organs.
