EU-ATT Outreach Project II – Initial Visit in Côte d’Ivoire
As part of the EU-ATT Outreach Programme (EU-ATT OP), Expertise France carried an initial visit in Abdijan, Côte d’Ivoire, on 6-7 March 2018, which marked the first step of the project in the country. The visit aimed to define the implementation programme in Côte d’Ivoire for the period 2017-2020 and identify the challenges faced in the implementation of the ATT. The ComNat-ALPC (Commission Nationale de lutte contre la Prolifération et la Circulation illicite des Armes Légères et de Petit Calibre) and the focal point of the ATT Côte d’Ivoire organized two visits to the authorities and a 2 days seminar. Participants were representatives of the competent ministries, the parliament, civil society and the media. At the end of this visit, some strategic points as well as a roadmap were defined together with activities at the national level and regional level which will foster the implementation of the ATT in Côte d’Ivoire and in the whole sub-region.
The goal of 'EU ATT Outreach Project' is to support the early entry into force and effective implementation of the ATT. Upon request, the project supports a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France. The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
