In the framework of the project ‘Physical Security and Stockpile Management (PSSM), capacity development and technical advice in West Africa 2016-2017’ the Bonn International Center for Conversion (BICC) organized a capacity-building seminar on weapons management in Kaduna, Nigeria, from 28 November to 2 December 2016, together with its Nigerian national counterpart, the Presidential Committee on Small Arms and Light Weapons (PRESCOM) and in close collaboration with the Verification Centre of the German Armed Forces (ZVBw). The main objective of the seminar was to enhance the participants’ knowledge of arms management as well as physical security and stockpile management. Special attention was dedicated to the International Small Arms Control Standards (ISACS) and International Ammunition Technical Guidelines (IATGs) as well as standard operating procedures (SOPs) in weapons management. During the competence-building seminar, participants were led through a series of practical exercises (e.g. on marking and tracing) as well as participatory lectures covering, amongst others, the area of ‘risk management’ and ‘physical security’ of national stockpiles. As part of the course, participants also visited a unit level armoury of the Nigerian Security and Civil Defence Corps (NSCDC) where they conducted an assessment exercise. The training was funded by the German Federal Foreign Office as part of the project Physical Security and Stockpile Management (PSSM) Capacity Development and Technical Advice in West Africa and it was attended by 29 participants from the Nigerian Army, Navy, Air Force as well as the Nigerian Police Forces, SWAT, the Nigeria Security and Civil Defense Corps (NSCDC), Prison Service, Intelligence Service, Immigration and Custom Service.
