CARICOM Implements the Caribbean Basin Security Initiative (CBSI)
The Caribbean Basin Security Initiative (CBSI), implemented by CARICOM IMPACS, has held several assistance activities, all with the purpose to collaborate on sub regional security with the backing of the United States. In short, (i) the Deception Detection and Eliciting Responses Training (DDER), taking place in Barbados, teaches participants to detect deception and elicit responses through behavioural assessments and interviewing strategies; (ii) the International Passenger Interdiction Training (IPIT), taking place in Bahamas, Dominica, Saint Lucia and Suriname, seeks to enhance the interception capabilities of border security officials; (iii) the Border Security Conference, brings Member States together in Barbados to discuss issues, inter alia, the passage of UNSCR 2178 on Foreign Terrorist Fighters and sharing intelligence with international partners; and (iv) Targeting and Risk Management (TRM), taking place in Dominica, Saint Lucia, Grenada, St. Vincent and the Grenadines, Jamaica, Trinidad and Tobago, Guyana, Suriname, Barbados, Bahamas, Antigua and Barbuda and St. Kitts and Nevis, provides means of identifying high-risk passengers and shipments and knowledge and skill to improve targeting capabilities.
CARICOM IMPACS' Caribbean Basin Security Initiative (CBSI) brings together member States of CARICOM and the Dominican Republic with the purpose to: (i) reduce illicit trafficking through programs aimed from counternarcotic to combatting the flow of illegal small arms and light weapons; (ii) increase public safety and security through programs aimed at reducing crime and violence to improving border security; and (iii) promoting social justice through programs designed to improve the justice sector, combat government corruption and assist vulnerable populations at risk of recruitment into criminal organizations.
