EU-ATT OP Burkina Faso Initial Country Visit
As part of the 'EU-ATT OP,' the German Federal Office for Economic Affairs and Export Control (BAFA) held an event with stakeholders in Burkina Faso involved in the effective implementation of the ATT as well as experts from Colombia, France, Germany and the UN to raise awareness and present existing national structures for an effective arms transfers control. Emphasis was placed on the importance Burkina Faso's attributes to the effective implementation of the ATT. The Ambassador of the EU Delegation, a representative from the German Embassy as well as the Head of Delegation from BAFA introduced the project to each high representative, together with the permanent secretary of the Haute Autorité de Contrôle des Importations d’Armes et de leur Utilisations (HACIAU) and the Commission Nationale de Lutte contre la Prolifération des Armes Légères (CNLPAL). A study visit within the facilities of the HACIAU gave all experts very good insights how licensing procedures are applied in Burkina Faso.
The goal of 'EU-ATT Outreach Project' is to support the early entry into force and effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities. The project is implemented by BAFA and co-funded between the EU and the Government of the Federal Republic of Germany.
