EU ATT Outreach Project II -Second Ad hoc Assistance Workshop for Chile

Activity description

BAFA organized an Ad hoc Assistance Workshop in cooperation in Chile on 20 and 21 March 2019. This was the second ad hoc activity held in Chile within the framework of ATT OP II since a first workshop had been conducted in April 2018 in Santiago with the main objective to raise awareness about the ATT, its requirements and its upcoming implementation among representatives from the authorities involved in arms transfer control in Chile. The Republic of Chile had signed the ATT in June 2013, and ratified it on 18 May 2018, which means that the country is currently confronted with the challenge to implement ATT requirements efficiently.

This second Ad Hoc activity was based on a new request from the Chilean Ministry of Foreign Affairs and aimed to deepen the existing cooperation by offering a tailored assistance targeting the perspective of the different authorities. In fact, the activity was organized in the form of two separate workshop days, which addressed each a different target audience. Both days were held directly in the premises of the local authorities. This particular format ensured that targeted support could be provided to the key personnel of the main Chilean agencies involved in the implementation of the ATT.
The activity was supported by a team of five arms transfer control practitioners from Spain, Mexico and Uruguay.

Project description

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France.The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
