GIZ Conventional Arms Control Capacity Development for Libyan Authorities

Activity description

From 2013 to 2014, as part of the Conventional Arms Control Programme in Libya, financially supported by the German Federal Foreign Office and the EU, GIZ implemented a series of activities aimed at training and equipping the Libyan Mine Action Centre (LIBMAC), the national Libyan institution appointed by the Libyan Ministry of Foreign Affairs to be in charge of oversight and coordination in the area of conventional arms control and mine action. These activities included: (a) A needs assessment on LIBMAC institutional capacities; (b) The development of a framework programme for the education and training of the weapons and ammunition storage facilities’ personnel at LIBMAC; and (c) Delivery of training in management and financial management and technical training measures in the field of mine action, involving also civil society organizations. As part of this framework, LIBMAC received equipment to increase its office capacities and functionality and its staff members were involved in relevant trainings both on-spot and abroad

Project description

The objective of the GIZ Conventional Arms Control programme in Libya, financially supported by the German Federal Foreign Office and the EU, was to strengthen the human and institutional capacities of Libyan authorities and non-governmental organizations (NGOs) engaged in the area of conventional arms control, and, more specifically, to enable the Libyan authorities tasked with oversight and coordination in the area of arms control and mine action to better carry out their tasks.

Between November 2012 and July 2013, the first component of the project, ‘Capacity Development of Libyan authorities’, was financed by the German Federal Foreign Office. In July 2013, the project was extended to a second component, financed through a co-financing arrangement with the European Commission, and which supported Libyan authorities in the areas of physical security and stockpile management (PSSM). The main project partners have been the Libyan Mine Action Centre (formerly LMAC, since March 2014 renamed as LIBMAC) and in the field of PSSM the Libyan Arms and Ammunition Department (AAD) and the Libyan Army Engineers (AE). Due to the deterioration of the security situation in Libya, which made the implementation of the Action unsafe, the Council Decision was repealed by Council Decision 2015/1521/CFSP.
