LEGISLATIVE WORKSHOP FOR THE DRAFTING OF A LAW ON WEAPONS IN THE REPUBLIC OF MALI - BAMAKO

Activity description

The objective of this workshop was to refine and adjust the draft produced in 2014 with a view to further aligning it with Mali’s international obligations under the UN Firearms Protocol, the ECOWAS Convention on small and light weapons and the Arms Trade Treaty. Under the chairpersonship of the CNLPAL President, 20 Malian legal experts and practitioners in the security sector, with the assistance of UNREC and UNODC experts, reviewed and discussed the current legal framework on the matter, together with the proposals made during the previous workshop, and formulated recommendations for inclusion in the new draft law that is to be presented to the Malian authorities for consideration. This workshop on the drafting of a legal framework on arms and ammunition in Mali was organised by UNREC jointly with UNODC in partnership with the Mali National Commission for the fight against the proliferation of small arms and light weapons (CNLPAL). Building on the previous workshops on the same subject organised by UNREC in partnership with CNLPAL in October and November 2014, this activity is part of the “Review of legislation and administrative procedures on PSSM” conducted under the “PSSM in Sahel” project.

Project description

The Physical Security and Stockpile Management (PSSM) in Sahel Project is a regional project implemented by UNREC and co-funded by the European Union (EU) and the United Nations Office for Disarmament Affairs (UNODA). It covers Burkina Faso, Chad, Mali, Mauritania, Niger and Nigeria. Designated partners for the implementation of the project are the United Nations Mine Action Service (UNMAS), the non-governmental organization Mines Advisory Group (MAG), the ISACS Inter-Agency Support Unit and Wilton Park. The PSSM in Sahel Project is part of the support by the United Nations and the European Union to the security and stability in the Sahel and aims to support States in this region to prevent the diversion of and the illicit trafficking of Small Arms and Light Weapons (SALW), as well as their ammunition, by improving the physical security and management of national stockpiles.
