Activity description

On 16 March 2021 the Parliamentary Forum on Small Arms and Light Weapons (PF-SALW), with funding from UNSCAR and Sweden, hosted a webinar on "Connecting the Dots: Enhancing implementation of the UN PoA and the Women, Peace & Security and 2030 Agendas – through increased parliamentaryengagement and action in international processes". The webinar aimed to promote the implementation of the United Nations Programme of Action to Prevent, Combatand Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (UN PoA) and the 2030 Agenda in relation to the United Nations Security Council resolutions (UNSCRs) on Women, Peace andSecurity (WPS). The objective was to enhance implementation of the instruments by parliamentary action through capacity-building, policy-shaping and awareness-raising. It sought to enhance women as active agents and increase their participation in decision-making on relevant SALW processes, mainstreaming WPS and gender in arms regulation policies, programmes and legislation. The activity took place virtually via the Zoom platform. Parliamentarians from Southeast Asia participated, namely: Indonesia, Malaysia, the Philippines, Thailand, Timor-Leste and Vietnam. Parliamentarians and staff from the following countries also participated: Belarus, Canada, European Parliament, Japan, Morocco, New Zealand, Norway, and the Republic of Korea. Representatives from international organisations, the civil society and the diplomatic community were also present.

Project description

The project "Connecting the Dots: Enhancing implementation of the UN PoA and the Women, Peace & Security and 2030 Agendas – through increased parliamentary engagement and action in international processes" is implemented by the Parliamentary Forum on Small Arms and Light Weapons (PF-SALW) with funding from UNSCAR and Sweden. It aims to increase parliamentary engagement, participation  and action in the implementation of UNSCRs on WPS in combination with advancing the implementation of the PoA and the 2030 Agenda for SALW control. The project will identify parliamentary priorities and recommendations through a series of regional seminars, building on PFSALW’s previously elaborated Parliamentary Action Plans (PAPs) with updates on contextual aspects and in relation to WPS. Subsequent follow up on actions will be made, with specific focus on selected country cases. As women parliamentarians continue to be overlooked in relation to WPS, the project includes strengthened efforts to enhance their meaningful involvement and engagement including the run-up to BMS 7 on the PoA in 2021, where the PAPs will provide input to and underpin impact at BMS 7 and related processes. Parliamentary cooperation and involvement in these processes, as recognised in the outcome document of RevCon3, underlines the relevance of the efforts to improve parliamentary ownership of the aforementioned instruments as political will is crucial for implementation synergies with Agenda 2030.
