Activity description

The purpose of this assistance activity was to carry out a roundtable to incorporate gender and youth approaches when implementing the Arms Trade Treaty (ATT) and the United Nations Programme of Action on Small Arms (PoA). The roundtable responded to requests by States in the region for support in their implementation of international conventional arms regulation and control instruments. The roundtable highlighted good practices in incorporating gender and youth approaches in disarmament and arms control programmes. It also evaluated practical ways to include gender-based violence criteria in arms export risk assessments. The feedback received during this roundtable helped enhance the gender-sensitive approaches mainstreamed in UNLIREC’s ATT Implementation Course (ATT-IC) and accompanying practical exercises. The roundtable assembled 25 representatives from government, academia, international organizations and civil society, bringing together expertise on gender and conventional arms control.

Project description

UNLIREC assistance package in relation to the Arms Trade Treaty (ATT) is based on the principles of collaboration and tailor-made delivery to match Member States' assistance requests. For that purpose, up to date, UNLIREC has developed the following tools, which are adapted to national contexts and interests: (i) the Arms Trade Treaty Implementation Course (ATT-IC) designed to promote comprehensive understanding of Treaty obligations to the relevant national authorities and effective implementation of the ATT at the national level in Latin America and the Caribbean; (ii) roundtables and practical studies to assist in the conformation and/or strengthening of national control authorities; and (iii) a module for transit and transshipment controls including best practices. Finally, as part of the institutional assistance package, UNLIREC continues to develop practical tools designed to respond to Member States concerns, including, but not limited to, mitigating the risk of diversion. This project has been made possible thanks to the financial support of Germany. Spain and Australia have provided complimentary financial support.
