UNRCPD Technical and Legal Assistance Project to Support the Philippines in the Implementation of the UN PoA and ATT
As part of the wider UNRCPD-led project 'Promoting ATT ratification and PoA Implementation in the Asia-Pacific through building capacity and best practices', the ‘Technical and Legal Assistance Project to Support the Philippines’ consisted of three stages. During the first stage, a technical and a legal expert, as well as representatives of UNRCPD, conducted an initial assessment visit to Manila. They gave presentations on the PoA and the ATT, participated in on-site visits, met and discussed specific issues related to conventional arms control with almost 50 Government officials to assess and identify legal and technical assistance needs. The Government officials in turn gave presentations on the status of national implementation of the PoA and the ratification process of the ATT in the Philippines. Based on the findings made during the initial assessment visit, the two international experts each subsequently prepared a comprehensive report and recommendations on strengthening relevant laws, regulations, rules and administrative instructions, as well as technical procedures and practices, including standard operating procedures. These recommendations specifically aimed to ensure that the national controls related to international transfers, as well as the physical security and stockpile management, marking and destruction, of arms conform to international standards. A final summary visit to the Philippines concluded the project. The legal and technical experts presented their respective reports with review outcomes and recommendations, and engaged in discussions on these with Government representatives.
The UNRCPD-led project 'Target insight: Promoting ATT ratification and PoA implementation in the Asia-Pacific through building capacity and best practices' was funded by UNSCAR and involved holding a ‘Workshop on Capacity Building for the Programme of Action on SALW and the Arms Trade Treaty’ in Bangladesh; a regional workshop on 'Building Capacity for the Implementation of the ATT' in Bangkok and carrying out 'Technical and Legal Assistance Projects' in two target countries (Maldives and the Philippines). The Partner countries for the project were Bangladesh, Cambodia, Laos, Malaysia, Maldives, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam. It was implemented between 01/01/2015 and 31/03/2017.
