Activity description

A four-day back-to-back workshop (Third and Fourth Roadmap Activities) was organised by the implementing entity BAFA in Kingston, Jamaica, on 27-30 January 2020 in the framework of the EU ATT Outreach Project II.
Jamaica has been a partner country of the EU ATT OP since its first phase.
The activity was attended by a total of 21 representatives from the Ministry of Foreign Affairs and Foreign Trade, the Ministry of National Security, the Jamaica Defence Force, the Office of the Commissioner of Police, the Firearm Licensing Agency, the Office of Director of Public Prosecutions, the Attorney General Chambers, the Jamaica Civil Aviation Authority, the Jamaica Shipping Authority, the Jamaica Trade Board Limited as well as the Ports Security Corps Ltd. of Jamaica.  
The agenda was arranged in the way that each day focused on one or two particular aspects of ATT implementation which allowed to invite partly specific audiences in addition, such as customs officials on the second and third day, prosecutors on the third day and industry representatives on the fourth day. Furthermore, an interactive, practical and applied approach was sought by including presentations held by Jamaican authorities as well as case studies; interactive exercises and roundtable discussions.   
The activity was supported by four international experts from Germany, Sweden and the United Kingdom.

Project description

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France.The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
