UNLIREC facilitates Roundtable on the conformation of a national authority for Arms Trade Treaty implementation in El Salvador
The purpose of the mission was to implement a national workshop for the designation and/or establishment of a national authority for ATT implementation. Pursuant to Treaty obligations, and as a follow-up to UNLIREC’s ATT-IC carried out in February 2015, El Salvador requested UNLIREC´s assistance in conducting a workshop to widen the understanding of its government officials concerning the role of the national authority in controlling international arms transfers. In response, UNLIREC developed a working paper entitled “Arms Trade Treaty Implementation: Establishing a National Authority”. This paper sheds light on the basic elements to be considered in the format of such an entity, including conceptual approaches, structure, composition, functions, along with other legal aspects. This paper formed the basis of discussions during the two-day Roundtable. Several Ministries and agencies participated in the Roundtable, including the Ministry of Defence, Justice and Public Security, Foreign Affairs, Economy, Customs, Intelligence and Civil National Police, Attorney General’s Office, among others. Additionally, experts from Argentina (representatives from the National Commission for the Control of Sensitive Exports and Military Material - CONCESYMB and the National Firearms Registry -RENAR) were invited to deliver presentations and share their experiences.
UNLIREC assistance package in relation to the Arms Trade Treaty (ATT) is based on the principles of collaboration and tailor-made delivery to match Member States' assistance requests. For that purpose, up to date, UNLIREC has developed the following tools, which are adapted to national contexts and interests: (i) the Arms Trade Treaty Implementation Course (ATT-IC) designed to promote comprehensive understanding of Treaty obligations to the relevant national authorities and effective implementation of the ATT at the national level in Latin America and the Caribbean; (ii) roundtables and practical studies to assist in the conformation and/or strengthening of national control authorities; and (iii) a module for transit and transshipment controls including best practices. Finally, as part of the institutional assistance package, UNLIREC continues to develop practical tools designed to respond to Member States concerns, including, but not limited to, mitigating the risk of diversion.
