COARM Regional Workshop for North African Mediterranean Countries of the European Neighbourhood Policy to Promote Effective Arms Export Controls 2014
As part of the European Union ‘Council Working Group on Conventional Arms Exports (COARM) Outreach Programme’, the second regional workshop for North African Mediterranean Countries of the European Neighbourhood Policy took place in Algiers on 28-29 October 2014. During the workshop, the participants shared national practices in the field of transfer of defence products and especially on licensing processes and challenges of controlling import, transit and trans-shipments. The participants and experts from Austria, Belgium, France and Portugal shared their experiences on effective enforcement of trade controls, how preventive enforcement can be best implemented, how to establish penal systems based on sanctions, transparency and discussed the Arms Trade Treaty.
The European Union 'Council Working Group on Conventional Arms Exports (COARM) Outreach Programme' aims to provide assistance and cooperation in support of transparent and responsible arms transfers. The project promotes the principles and criteria for arms exports and related transparency measures introduced by the EU Common Position 2008/944/CFSP. This activity was carried out in the framework of EU Council Decision 2012/711/CFSP which had five main components: (i) Regional workshops, (ii) staff exchanges, (iii) individual assistance, (iv) web-portal development, (v) assessment events. The subsequent phases were financed and carried out under EU Council Decisions 2015/2309/CFSP and 2018/101/CFSP. The project was implemented by the German Federal Office for Economic Affairs and Export Control (BAFA) and funded by the EU.
