As part of the European Union ‘Council Working Group on Conventional Arms Exports (COARM) Outreach Programme’, the first of two regional seminars for North African Mediterranean Countries of the European Neighbourhood Policy, took place in Tunis on 26-27 November 2013. The seminar covered key elements of an effective arms export control system, practices in applying risk criteria (special focus on criteria 3, 4, 6 and 7 of the EU Common Position 2008/944/CFSP and guidance on interpretation according to the User's Guide), political updates in the area of arms export controls, especially on the ATT, and effective enforcement of trade controls and penal provisions. The workshop provided an opportunity analysing and discussing case studies.
