EUP2P Outreach Project - Study visit for Costa Rica
Within the framework of the ATT Outreach Project II (ATT-OP II), BAFA organised a study visit for Costa Rica in Malta on 11-13 April 2018. In this occasion, experts from the United Kingdom, the Netherlands, Uruguay and Spain provided their expertise in effective ATT implementation and shared with Costa Rican representatives their countries’ national system methods and best practices for enforcement and risk assessment. This activity was dedicated to government, customs and enforcement officials from the Ministry of Foreign Affairs, Ministry of Public Security, Ministry of Presidency and Customs Department at the Ministry of Finance from Costa Rica. This three day visit provided those stakeholders with the opportunity to engage in discussions with international experts and learn first-hand about customs and enforcement procedures at one of the ports of entry in the EU. As the main focus in Costa Rica is put on the implementation of transit and transshipment controls of weapons, special consideration was paid to this area.
Overall, the event which also included a study visit to the Malta Freeport Terminals provided a forum for Costa Rican delegates and experts to discuss challenges in the area of arms transfer control.
The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France. The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow-up activities.
