From 2013 to 2014, as part of the Conventional Arms Control Programme in Libya, financially supported by the German Federal Foreign Office and the EU, GIZ implemented a series of activities to support the Libyan competent authorities to improve their ammunition storage area (ASA) capacities and their ability on security management of ASA. These activities included: (a) The development of a national strategy and national standard operating procedures for PSSM. This involved a study trip to Germany for the Libyan Arms and Ammunition Department, the Army Engineers and the Libyan Mine Action Center (LMAC). The study trip included a workshop on the future of PSSM activities in Libya and demonstrations of possibilities for industrial destruction and recycling options of ammunition as well as an introduction into training opportunities with the German Armed Forces and private institutions in the field of Explosive Ordinance Disposal (EOD); (b) The establishment of a training framework on PSSM issues which included: the revision and modification of 12 different course modules through the lens of international SOPs regarding UN, British and German Conventional Munition Disposal (CMD), EOD and ammunition storage management rules and regulations; the production of training material in compliance with international standards; an Ammunition Management Introduction Course for officers from all over Libya; the setting of an outdoor training area in the premises of the Arms and Ammunition Department in Camp Hamza, Tripoli, to be used for practical training in ammunition storage; and (c) Rehabilitation and security management of ammunition storage areas.
