PARLIAMENTARIANS AND CIVIL SOCIETY OF BURKINA FASO COMMIT TO THE EFFECTIVE IMPLEMENTATION OF THE ATT

Activity description

As part of the 'EU ATT Outreach Project', Expertise France organized a sensitization workshop on the implementation of the Arms Trade Treaty for parliamentarians and civil society on June 5-6, 2018, in Ouagadougou, Burkina Faso. Participants included deputies, parliamentary assistants, representatives of the civil society and the media gathered by the High Authority of Import Control of Arms and their Use (HACIAU).The aim of the workshop was to formally launch the second phase of the EU ATT Outreach Project and, most importantly, to present and review the legislative and regulatory package which will allow the internalisation of the treaty’s obligations in Burkina Faso, and to emphasise the role each actor will play in the adoption of the texts and their effective application. At the end of the two-days workshop, the participants pledged to be actively involved so that Burkina Faso will be able to adopt the appropriate regulatory framework for the effective implementation of the ATT at the national level.

Project description

The goal of 'EU ATT Outreach Project' is to support the early entry into force and effective implementation of the ATT. Upon request, the project supports a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France. The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow up activities.
