UNLIREC Provides Assistance to Argentina in Weapons Destruction and Stockpile Management
The purpose of this assistance activity, carried out by UNLIREC in cooperation with the National Firearms Register (RENAR), was to monitor the destruction of approximately 6,710 seized, confiscated and obsolete firearms. In order to safeguard the sustainability of efforts, UNLIREC also provided training to national authorities on the destruction methodology. All destruction and training activities were conducted using UNLIREC´s Standard Operating Procedures (SOPs), which are in accordance with the International Small Arms Control Standards (ISACS) and the International Ammunition Technical Guidelines (IATG). In this collaborative activity, the newly refurbished and improved main armoury of Argentina’s Federal Police was unveiled by UNLIREC and the Ministry of Security. Improvements to the Federal Police armoury were carried out based on technical recommendations made by UNLIREC in 2012 following a collaborative baseline assessment of eleven federal facilities and the development of a national action plan for their improved management. UNLIREC's continued assistance to the Argentinian authorities was designed to supplement the 'National Programme for the Voluntary Surrender of Firearms' implemented by the Ministry of Security in collaboration with the United Nations Development Programme (UNDP).
The UNLIREC/Ministry of Security project aimed to align stockpile facilities and practices with relevant international standards, such as the International Small Arms Control Standards (ISACS) and the International Ammunition Technical Guidelines (IATG). The partnership was part of a larger joint project between the Ministry of Security and the United Nations Development Programme (UNDP). The joint project, 'Capacity Building for the Planning of Citizen Security Policies', which included the 'National Programme for the Voluntary Surrender of Firearms', had the main purpose of decreasing gun violence, raising social awareness, and promoting a culture of peace. The UNLIREC/Argentina partnership for the modernization of stockpile management is unique in that the Government of Argentina finances its own technical assistance through the broader UNDP cooperation framework.
