BAFA and UNLIREC carry out Ad Hoc ATT Enforcement Seminar in Costa Rica

Activity description

As part of the EU ATT Outreach Project, UNLIREC, in cooperation with experts from Jamaica and the United Kingdom and funding from Germany and the European Union (EU) carried out an ATT enforcement seminar in Costa Rica from 28 February to 2 March 2017. The seminar aimed at building capacities and develop relevant competences of customs and border officers and was part of the original roadmap planned for Costa Rica in the framework of the EU ATT OP. During this 3-day activity, experts presented on the goal and the obligations of the ATT, the role of customs and elaborated on steps that could be made for implementing the Treaty. They also stressed the role of interagency cooperation through practice-oriented exercises. Finally, a field visit to the port of Limon was organised to gain an insight into the work done by the customs. During the activities, a number of Costa Rican agencies participated, such as the Ministry of Foreign Affairs, the Ministry of Security, the Customs Authority, the Fiscal Control Police, the National Intelligence Agency as well as the Arias Foundation.    

Project description

The goal of 'EU ATT Outreach Project (EU ATT-OP)', as part of the European Union Partner-to-Partner (EUP2P) Export Control Programme, is to support the effective implementation of the ATT. Upon request, the project will support a number of States in strengthening their arms transfer control systems with a view to being able to implement the ATT. The project also aims to increase awareness and ownership of the ATT at national and regional levels and therein contribute to its universalisation. A second edition of the project was initiated on 29 May 2017 by Council Decision 2017/915 and it is co-implemented by BAFA and Expertise France. The EU ATT Outreach Project has three different components: 1) Tailored National Assistance Programmes; 2) Ad-hoc Activities; and 3) Regional Seminars. National assistance programmes are developed in close cooperation with partner countries. Key elements of national assistance programmes are: an initial needs assessment visit; inclusive roadmap development; and, practical support follow-up activities.
