The focus of the Conference, organized with complementary assistance from the Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS) and supported by the Jamaican Parliament, was to provide a forum for the exchange of experiences between Caribbean states. The ATT poses a specific set of challenges to Island States, as they have limited capacity to exercise control over their relatively vast territorial waters, which, consequently, can be easily used for illicit transit or trans-shipment of weapons and ammunition. The overall purpose of this activity was to provide an overview of the history and current status of the ATT, UN PoA and its relation with other international and Regional instruments with a special focus on Small Island and Development States and its challenges. Almost 20 representatives from parliamentarians to small arms control experts participated in the international conference which served as a platform to exchange ideas and experiences on a number of issues. These included: (a) the current status and future of the ATT in the Caribbean and the role of parliamentary dialogue as a tool for responsible arms transfers; (b) the ATT and its relationship with other international instruments, such as the UN 2001 PoA, ITI, and the Firearms Protocol, and (c) challenges for national and regional implementation of the ATT in the Caribbean (transit, trans-shipment, and brokering). UNLIREC presented its assistance package for Latin America and Caribbean States and spoke of how to achieve effective regional implementation. Participants agreed on a common written declaration (‘Declaration of Kingston’) in which parliamentarians agreed to promote ratification and effective implementation of the ATT in line with other international instruments.
