Activity description

As part of the UNSCAR funded project ‘Connecting the dots: Supporting SDG 16, ATT and UN PoA implementation through increased parliamentary engagement and action in international processes’, the Parliamentary Forum on SALW (PFSALW) held a regional seminar in Latin America on 12 - 13 May 2018 in Panama City, Panama. The seminar was held in cooperation with the Latin American Parliament (Parlatino). Parliamentarians from the focus countries Colombia, Chile, Guatemala and Nicaragua, together with Members of Parlatino, representatives from international organisations, the civil society and the diplomatic community met to work on the implementation of international instruments that guide and regulate the control of conventional arms. Parliamentary priorities and recommendations were identified and condensed in a parliamentary action plan as part of the run-up and preparation for the UN PoA Third Review Conference (RevCon3) in June 2018. The regional document is based on the three key roles of awareness-raising, legislation and oversight. The objective of the activity was to increase parliamentary understanding, participation and ownership in the implementation of the 2030 Agenda, Sustainable Development Goal (SDG) 16.4, the Arms Trade Treaty (ATT) and the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA).

Project description

The “Connecting the Dots” project and seminars in Africa, Asia and Latin America aim to build on the ongoing efforts towards implementation and universalisation of the Agenda 2030´s Sustainable Development Goal, SDG 16.4, the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade of Small Arms and Light Weapons in All Its Aspects (UN PoA) and the Arms Trade Treaty (ATT), putting special focus on providing parliamentarians with the adequate tools to support the process at the national and regional level. The objective of the project is to increase parliamentary engagement, understanding and participation related to the aforementioned frameworks, in order to underpin impact in the RevCon3 and related processes. The UN Trust Facility Supporting Cooperation on Arms Regulation (UNSCAR), selected the project for funding in 2016 and was implemented in 2017/18.
